Digital Alberta and The Vulcan Business Development Society (VBDS) are pleased to provide this exclusive opportunity to develop leading edge, digital innovation in Alberta. VBDS will be accepting proposals for projects up to $100,000 that solve one or more of the following needs. Think of this as an opportunity to be funded to develop and test digital solutions with applications for rural communities across Canada and the world.

General Information to include in your proposal:

  • No longer than 10 pages
  • Include how your project fits the ideas presented by community members – CBS licensing must be considered
  • Content and graphics will be owned solely by VBDS – training must be part of the package
  • Must specify if they are a member of DA
  • General qualifications on similar projects by the respondent, including a sample product 
  • Execution Plan , including detailed listing of activities, milestone schedule, meetings and deliverables 
  • Cost of service estimate, including corresponding fees and dispursements associated with the work and GST 
  • Company contact information including Name, address, telephone, fax, email and web site; years in business, number of employees, size of entire team and any other relevant information. 
  • Company experience - relevant work experience, awards. Include 3 client references for work completed in the last 3 years, including organization name and address, contact person and contact information, and summary of the work conducted 
  • Summary of the project team - brief bios and their role in the project 
  • Project Work Plan
  • §  Include key tasks, dates, key responsibilities and timetable and all relevant information regarding your approach.
  • §  Description of the testing plan

EVALUATION OF RESPONSES

Proposals will be evaluated by representatives of VBDS and Digital Alberta and will use the following criteria: 

  • Quality of Work Plan - comprehensiveness, creativity, effectiveness and technical approach to the whole project  
  • Cost and Value – the project must be able to be maintained locally and we want longevity to the project
  • Demonstrated ability to complete the work on schedule and within the budget proposed
  • Quality, expertise and accessibility of personnel
  • Recommendations from prior clients (including list of references) for whom the Bidder has performed similar projects

Any award is subject to a signed contract. 
VBDS is not obligated to award a contract arising from this RFP.
VBDS reserves the right to re - tender or cancel this RFP. 
Additional information may be requested at our discretion. 
VBDS reserves the right to withdraw the award at any time for any reason during the contract negotiation process. If the consultant is unable to fulfill the terms of the contract, VBDS will take appropriate action, which may include awarding the contract to an alternate bidder.

Business

Vulcan County is host to over 25,000 visitors a year, not including those who are just passing through.  The businesses are seeing very little of this traffic; it's an age-old complaint in Vulcan that we can't get the visitors "across the tracks" into downtown, and the outlying villages feel completely alienated.  What can be done, from a technology perspective, to entice travelers to businesses the moment the enter Vulcan County via any one of the major thoroughfares that bisect the County? Our aim is to grab the visitors' attention long before they actually arrive at the town or the villages.  We have great recreation facilities, festivals and services that can enrich a visitor's experience, and that information needs to be shown to visitors as they enter the county, or even better, before they get in their cars.  

Science Tour

A self directed tour through the county was initiated approximately 20 years ago using signage and handbook.  Some of the signage is in disrepair, and technology exists that could serve the same purpose.   It is an activity which locals and tourists can participate and learn about science in the county. How can this activity be updated using technology? We have the handbook that was used for the self directed tour, and a former science teacher and organizer of the original tour who is willing to help to rework this material, as well as assistance from the individual who has kept all the content of the original project.

History

A history blog, www.vulcancountyhistory.com and a municipal heritage project has been initiated. How can technology assist in providing a self directed tour of historical resources in the county?

Tourism

Vulcan Tourism has garnered attention worldwide, but at times fails to provide deliverables for the locals and tourists who come to take in the Star Trek Capital of Canada as recognized by CBS (Columbia Broadcasting System). We would like to develop an experiential attraction in the Vulcan Tourism & Trek Station which would include a green screen where we would have access to costumes and all of CBS’s images with photos to be printed onsite. Further to that we have introduced the world’s first and only Star Trek Walk of Fame, and would like to highlight the places on the Walk of Fame, of which there will be 25 by June 2012. Can a mobile app serve this end? Further to that Digital Alberta has installed and interactive experience called the Vulcan Explorer. This makes use of iPads and a custom app built for Vulcan specifically. Can we further develop applications to put on the iPads to deepen the experience people have in and around Vulcan County?

Trek Station Green Screen Photo Booth

Imagine trying on your favourite Star Trek uniform, stepping into a Star Trek themed photobooth, and being able to teleport yourself into your favourite Star Trek scene. Using green screen technology, and taking advantage of Vulcan’s license agreement with CBS, the Vulcan Trek Station would like to provide a fun imaginative way to create customized souvenirs to Vulcan, Alberta. The grebe screen photobooth will also provide the Trek Station with a low maintenance, user-friendly revenue generator. This experience would have to be developed in time for the summer tourist season with a launch for the end of April.

Star Trek Walk of Fame Application

This project allows us to physically document our journey with Star Trek as well as create an attraction for visitors which gets them into the shopping district of Vulcan. There is obviously no cost associated with checking out the Walk of Fame which is formed with the Hollywood Walk of Fame in mind. We have received a huge response to the idea, with our first spot in the Walk of Fame having been placed in 2011. Currently have 24 more planned to be in place by June 2012. The stars of Star Trek are very interested in being part of this project which could really raise our profile in the community with more/bigger stars choosing to come to Vulcan for Spock days and other possible events. Garrett Wang, Ensign Harry Kim from Voyager was the first inductee to the Official Star Trek Walk of Fame in Vulcan, AB. This would need to be in place in time for the summer season which for this project could be as late June 1.Some consideration needs to be given to the time required to get approval from CBS on whatever is created to ensure it is appropriate use of their intellectual property.
